The DPA comes as a zero-interest, forgivable second mortgage with a 10-year term and no monthly payment. Qualify for a $350,000 loan, and you could receive up to $14,000 toward your down payment and closing costs โ€” forgiven entirely if you stay in the home.

Eligibility requirements:

  • Minimum 640 credit score
  • Borrower income under $135,750
  • Available for conventional, FHA, VA, and USDA loans
  • No sales price limit โ€” available across all 46 SC counties

๐Ÿฆ SC Housing Homebuyer (Bond) Program โ€” Subsidized Rates + DPA

The SC Housing Homebuyer Bond Program pairs a below-market fixed interest rate with additional forgivable down payment assistance. In Charleston County, income limits are:

  • $110,900 for households of 1โ€“2 people
  • $127,535 for households of 3 or more
  • Home price cap: $450,000

The DPA under this program carries a 15-year forgiveness term. In some cases, this program can be layered with other assistance โ€” your participating lender can advise on what combinations are allowed.3

๐Ÿฆธ Palmetto Heroes โ€” $10,000 for Public Servants

If you or your spouse work as a teacher, law enforcement officer, firefighter, nurse, first responder, or veteran, the 2026 Palmetto Heroes Program offers $10,000 in down payment assistance โ€” launched in March 2026 and one of the most generous first-responder homebuying benefits available anywhere in South Carolina.4

If you’re buying within the city limits of Charleston, you may qualify for the City’s own Homeownership Initiative โ€” a zero-interest, deferred, forgivable loan of up to $20,000 for down payment and closing costs.

Eligibility is based on income (50%โ€“120% of Area Median Income depending on household size), and buyers must not have owned a home in the past three years. The loan is forgiven after 20 years of owner-occupancy โ€” a powerful incentive for anyone committed to putting down roots in Charleston proper.5
